Description of problem:
Installation of rhel-8.1 based samba in RHGS-3.5.1 fails for dependency on policycoreutils-python. Whereas RHEL-8.1 provides "python3-policycoreutils"

Steps to Reproduce:
1. Install RHEL-8.1 ISO from live
2. Download samba rhel-8 packages
3. Create a repo
4. yum install samba

Actual results:
failed

Expected results:
should succeed
