Description of problem:
We want to consolidate all storage operators in openshift-cluster-storage-operators namespace.

This is continuation of bug #1816826, moving openshift-cluster-storage-operator to the new namespace.

We have chosen to use openshift-cluster-storage-operator namespace for everything, see https://github.com/openshift/cluster-csi-snapshot-controller-operator/pull/34
