This is a release blocker for 4.4 until we know why it is happening (could be etcd related too).
Closing as a dup of the linked one - we're actively working on it and we know 4.3->4.4 works but the changes in the Etcd operator in 4.4 exposed an MCO bug when upgrading from pre-4.3 all the way to 4.4 *** This bug has been marked as a duplicate of bug 1817455 ***
