Additional info: I downgraded to xorg-x11-drv-intel-2.99.917-43.20180618.fc31.x86_64, and my computer is work correctly. :) Hardware: Acer Aspire ES1-132 with Vendor ID: GenuineIntel CPU family: 6 Model: 92 Model name: Intel(R) Pentium(R) CPU N4200 @ 1.10GHz Stepping: 9 CPU MHz: 1443.957 CPU max MHz: 2500.0000 CPU min MHz: 800.0000 I use 5.6.0-300.fc32.x86_64 kernel and i915 driver. I added this line to my dnf.conf: excludepkgs=xorg-x11-drv-intel

indeed, downgrading xorg-x11-drv-intel to the fedora 31 version makes the issue go away.
