Description of problem:
"yum install python3-saml" fails on RHEL 8.

Version-Release number of selected component (if applicable):
python3-saml-1.8.0-1.el8cp

How reproducible:
always

Steps to Reproduce:
1. Install the latest python3-xmlsec build from Brew:
yum install http://download.eng.bos.redhat.com/brewroot/vol/rhel-8/packages/python-xmlsec/1.3.3/9.el8/x86_64/python3-xmlsec-1.3.3-9.el8.x86_64.rpm

2. Download the latest python3-saml build from https://brewweb.engineering.redhat.com/brew/packageinfo?packageID=73994

3. yum install python3-saml-1.8.0-1.el8cp.noarch.rpm


Actual results:
Yum tries to install "python-xmlsec"

Expected results:
Yum should use "python3-xmlsec"
