Description of problem:

I have noticed the migration plan stuck into an infinite loop and keep waiting for an available conversion host, though the UCI host is successfully configured and the same UCI host has been successfully picked up by some other migration plan before on the same appliance.

Note: I have noticed the above issue on both warm and cold migration from vSphere to OpenStack on upstream appliance version: ManageIQ Kasparov

I've looked at both appliances and the preflight check fails because the source VM is off and the destination provider is OpenStack. We don't allow migrating powered off VMs to OpenStack.
The actual problem is that cancellation doesn't complete. This is tracked in https://bugzilla.redhat.com/show_bug.cgi?id=1819998.

Closing this one as duplicate.
