It seems that the PR https://github.com/ceph/ceph-csi/pull/825 might improve or fix this bug.
The patch is included in the 4.5 code.

Moving out to 4.5

This is part of downstrem ocs 4.5 release code base. I am moving the state of this bugzilla to MODIFIED.
