Description of problem:

This is a request to add a deployment configurable parameter for the  [scheduler]/enable_isolated_aggregate_filtering  nova config option so that we don't have to use ControllerExtraConfig.


ControllerExtraConfig:
        nova::config::nova_config:
            scheduler/enable_isolated_aggregate_filtering:
                value: 'True'

This setting allows the scheduler to restrict hosts in aggregates based on matching required traits in the aggregate metadata and the instance flavor/image.
