Description of problem:

Add steps for configuring ansible inventory location for playbooks under /usr/share/ceph-ansible/infrastructure-playbooks directory.As it causes issue seen in [1] and [2].

Additional info:

- For installation, the user can create the inventory file directly in the ceph-ansible directory
- For the upgrade, the user should copy the inventory into the ceph-ansible directory
