Description of problem:

As per https://research.cs.wisc.edu/htcondor/, stable Condor versions
older than 8.8.8 suffer from some security problems.

The versions provided by Fedora are way older than that.
(and lack some normal bugfixes and useful features too)

condor-8.8.4-1.fc31

How reproducible:

Not applicable

Additional info:

If anyone is interested (and trusts me), I have a source rpm for 
Fedora 31 for condor-8.8.8-1.

Willing to build for f30 and/or f32 too if need be.
