Hi Michel,

I just wanted to submit a pull request for this so I'm glad you are obviously working on it. May I suggest something like "%bcond_with bootstrap"? "bootstrap" is a well known variable name which eases mass-rebuilds.

Also there are two pull requests in pagure with regards to Python 3 enablement. I'm also interested in these because python-extras is a transitive requirement of certbot (via testtools, oauth2client, python-certbot-dns-google) and at some point in the future certbot will stop supporting Python 2 so a Python 3 package of python-extras in EPEL 7 would be nice.
