Description of problem:
oVirt doesn't support end-user data in the Storage Domain's root dir.A small text file indicating that fact could warn about it.
For  example a file named 'DO_NOT_PUT_ANY_DATA_HERE'  with a short  content as per described in 'https://bugzilla.redhat.com/show_bug.cgi?id=1823033#c1'

How reproducible:
Always


Expected results:
Whenever oVirt creates/Activates a  storage domain, it should put a short text file  indicating that end-user  is not supported  to  put data on the Storage Domain's  root dir.

The documentation text flag should only be set after 'doc text' field is provided. Please provide the documentation text and set the flag to '?' again.

This request has been proposed for two releases. This is invalid flag usage. The ovirt-future release flag has been cleared. If you wish to change the release flag, you must clear one release flag and then set the other release flag to ?.

The internal storage domain directories structure shouldn't be touched.
If the user changes it, he should be well aware that there might be side effects.
