Description of problem:

Upstream RDO has a container for tripleoclient container that we plan on using within the OpenStack installed on OpenShift deployments.

The ability to install the docker.io/tripleomaster/centos-binary-tripleoclient container in our product.

This container image is already in kolla and built in tripleo/RDO.  It can be be used to run tripleo commands from within the container image.  Use case is to use this container image instead of a dedicated under cloud for running some commands.

The image name would end up being rhosp-rhel8/openstack-tripleoclient:17.0  from the Red Hat registry.

This would be to support OpenStack on OpenShift work.

openstack-tripleoclient-container is present in the advisory and ready to ship with RHOSP 17.0 GA.
