seems like the _depends on_ bugs are for baremetal

Why were these cloned to 4.4.z and 4.3? It makes it difficult to keep track of things since the clones are now disconnected from the comment history of the original BZ1821283. We're not even sure yet there's an action to take, so marking these deferred until there's some consensus that we need to do something and that something can end up in 4.4.z or earlier.
