Description of problem: 

With the default configuration from the rsyslog RPM, rsyslog sends an error to the system log on restart (it will still startup)

Version-Release number of selected component (if applicable): rsyslog-8.2002.0-1.fc31.src.rpm

How reproducible: Every time

Steps to Reproduce:
1. Update rsyslog to the latest version available on Fedora 31
2. Restart rsyslog 

Actual results:
Rsyslog logs an error to /var/log/messages 

Apr 14 17:17:29 hostname rsyslogd[2850]: error during parsing file /etc/rsyslog.conf, on or before line 31: parameter 'port' not known -- typo in config file? [v8.2002.0 try https://www.rsyslog.com/e/2207 ]

Expected results:
Rsyslog restarts without error

Additional info:
Removing the port="514" from the UDP and TCP configurations in /etc/rsyslog.conf resolves the issue.
