As of RHEL-8 there is a requirement that package documentation should be stored in an unversioned subdir in /usr/share/doc.
like in https://fedoraproject.org//wiki/Changes/UnversionedDocdirs

Old way:
/usr/share/doc/package-version
New way:
/usr/share/doc/package

I believe this should be achieved automatically via rpm macros. These packages are amongst the very few I found out does not meet this requirement:
