This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle. Changing version to 33.

Rathann, yes I'm still interested because it blocks my project from having sound on windows. Sorry I am not able to make a patch by myself.
I gave it a try and found the Fedora mingw build of glibmm24 is missing some symbol required by gstreamermm. The only experience with mingw I have is what I've just learned when trying to build the package, so I'm stuck until mingw-glimm24 is fixed.
MinGW packages added in rawhide. Let me know if you want me to backport this to earlier Fedora release(s).
