Description of problem:
Some of the data presented in the CSO cluster dashboard status popover isn't as clear/complete as it could be. Some labels could be more accurate and icons need changing, and also a method to view all of the vulnerabilities from this popover.

Also, the term intended to be surfaced in the console for vulnerabilities was intended to be the more concise "Image Vulnerabilities" instead of "Image Manifest Vulnerabilities".

This design document was created to capture the required changes to the popover, the green items are the changes from the current popover. It also contains the terminology changes.

The cso popovers show up as expected.
