Description of problem:

Ideally, the OpenShift version would be available to any user, not just a cluster-admin.  A use case for this is that the console could show the OpenShift version to any logged-in user.  Currently, we can only show the version to admins.

This is not an oc bug per se, but a fact we in CLI have to deal with atm. A higher level solution will need to be provided at cluster-level.
