Description of problem:
In the FC5T3 release notes it is claimed there are no important changes in
databases. However as Postgres has changed from 8.0.x to 8.1.x (from FC4 to
FC5), a dump and restore will be needed by people who are upgrading.

Really what has happened is that the database developers have not updated the
content or assigned a beat writer to do the updates.

Thanks for the report, a beat writer has included new content:

Since the Wiki is the source that outputs to the XML used to build the release
notes, the Wiki is the canonical location to change.  If you are interested in
updating the Wiki yourself, please feel free to do so.
