Description of problem:

File conflict on bash-completion/completions/pip3:

file /usr/share/bash-completion/completions/pip3 from install of python3-pip-9.0.3-7.el7_7.noarch conflicts with file from package rh-python38-python-pip-19.2.3-7.el7.noarch


If users install pip3 from python3-pip they cannot install the collection.


So either we should conflict on rpm level, or don't put the file on the system location.

Conflicting file renamed to /usr/share/bash-completion/completions/pip3.8 (there is no system python3.8 on rhel7)
