Description of problem:

When you mouse down in a modal but mouse up outside, the modal still closes.

How reproducible:

always

Steps to Reproduce:
1. Open a modal dialog (like Edit Annotations by right clicking a deployment in topology)
2. Click inside the modal but hold and release outside the modal

Actual results:

The modal closes

Expected results:

The modal remains open
