Description of problem:

But really ... the interface is not usable anymore :
  - Almost all dropdown menus don't work including :
    - The volumes, network, orchestration, object store menus
    - All actions for instances
    - The project dropdown menu at the top on the right.
  - In the overview the charts of quota status are missing
  - etc

The problem we have is due to https://jquery.com/upgrade-guide/3.0/#breaking-change-jquery-event-props-and-jquery-event-fixhooks-removed

I'm building python-XStatic-jQuery-2.2.4.1-1.el8ost, which is the newest that will work, with a patch to fix CVE-2019-11358 added to it.

I can confirm that the python3-XStatic-jQuery224 package properly replaces python3-XStatic-jQuery and contains a version of jQuery library that correctly works with Horizon in OSP15.
