Description of problem: Neovim depends on libuv-devel, which in RHEL/CentOS 8 is not available (and libuv is in one of the base repos so it cannot be provided in EPEL). The solution from CentOS is by making a Devel repository available just to host these devel subpackages, but that repository does not support s390x. Version-Release number of selected component (if applicable): neovim-0.3.8-1.el8.1
This is now resolved, there's an imminent update to neovim 0.6.1 that will also include s390x.
