certbot will switch to Python 3 sometime in the future. This means we need a Python 3 version of python-tldextract (bug 1823051) which requires python3-requests-file for testing. It would be nice if you could provide a Python 3 subpackage for EPEL 7.

Please let me know if I should submit a pull request.

actually python-tldextract also needs this at runtime.
