From discussion with Roger:

This update is confined to the Release Notes for 16.1
To get the issue in the Release Notes, the DFG needs to raise an RFE bug and datafill it correctly to be pulled into the release notes automated process.
We don't need a tracker bug (this one) if the effort is confined to Release Notes.

Roger to clarify with DFG that this Release Notes Entry is an enhancement (version known issue, etc.)
