Description of problem:

Sierra Wireless EM7345 4G LTE does not work under Fedora 32 when trying to connect to broadband data networks.

How reproducible:
Always

Steps to Reproduce:
1. Start the computer;
2. Wait for the USB-LTE modem to show up in the device listing;
3. Start Modem Manager;
4. Follow advice on screen about modem needing to be enabled;
5. Try to connect to the internet, send a SMS, scan, ...;

Actual results:

Modem Manager will state that there is a need to enable modem:
'Modem must be enabled to connect to Internet. Please enable modem.'
When clicking 'enable' I'll be greeted with:
'Connection manager does not support Internet connection management functions.'

It still did something as I can send an test SMS out of the modem, scan available networks etc, but still fail to connect any broadband data networks. 

Expected results:

Everything up and running, no error messages and data flowing...

Additional info:

That broadband modem was working with previous Fedora releases at least 31 or even before that.

GNOME menu item for the WWAN states:
'Mobile Broadband Disabled'
and there is no change if to try to enable any defined broadband profiles.

It seems not to be a kernel related as I tested it with a set of kernels around:

On Lenovo T460 with Huawei ME906s/158 it is at even worse state - I can not send SMS as before with T450!

If to try to enable modem in ModemManager I get in log:

Somehow a reboot later the modem migrated from slot 0 to 3 and now I get:

[ivo@l2ppar ~]$ mmcli -L
    /org/freedesktop/ModemManager1/Modem/3 [Huawei Technologies Co., Ltd.] HUAWEI Mobile
[ivo@l2ppar ~]$ mmcli -m 3 -e
error: couldn't enable the modem: 'GDBus.Error:org.freedesktop.ModemManager1.Error.Core.Failed: Cannot power-up: hardware radio switch is OFF'

Where is that hardware radio switch or is it just a random error message?

That hardware radio thingie inspired me to fiddle with the airplane mode. I have newer used one and only way to trigger it was the keyboard key 'wi-fi' on/off. After that the modem was able to be enabled. Somehow that ability survived a reboot and suspend. I hope it will stick now, but there seems to be an hidden variable somewhere tied to what modem enabling code.

Upgrade to Fedora 33 did bring the problem back, but it seems to be a frontend problem now - the GNOME GUI is unable to start the LTE connections, but at least nmtui still does work.

Different kernels at play here. For instance the modem is being found by kernel-5.8.16-300.fc33.x86_64 but not in case of kernel-5.9.8-200.fc33.x86_64.

What firmware? Something bundled with the Linux kernel or of the device itself? How one shall update it?

This message is a reminder that Fedora 33 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora 33 on 2021-11-30.
It is Fedora's policy to close all bug reports from releases that are no longer
