Description of problem:
The existing proxy CI job does not force all traffic through the proxy. This allows components to potentially leak egress traffic. [1] adds this support, but has been merged. [1] must be implemented.

Setting to 4.6 as a plan is needed to address the CI gap for the cluster-wide egress proxy feature.
