Whether this should be migrated to the vga driver package, or we should just
default to VESA for all this old stuff (S3 Vision 868? NV1? Wow.) I'm not sure.

Even though I seriously doubt anyone in their right mind would use the "vga"
driver at all for anything ever period...   I added a vga.xinf to the vga
driver package for now.  If we don't get any bug reports, then it was probably
the right solution. ;)
