Since I recently needed it on several platforms, and also some personal patches, I have build my own RPM in a copr. I have also noticed this copr, but it's not quite upto date yet: https://copr.fedorainfracloud.org/coprs/elxreno/youtube-dl/
I was able to build a package of the latest version with only minor edits to the spec file. Till, do you need help maintaining this package? I would be glad to co-maintain if you do.
