Description of problem:
When saving in some cases the rows reorder in the Project Access form.

How reproducible: Always

Steps to Reproduce:
1. Go to Project Access page.
2. Add at least two project access, set role of first as view and second as edit.  
3. Click on save, the form reorders and the access with role as view moves below the access with edit role. 

Actual results:
The form reorders on save.

Expected results:
The form should not reorder on save.
