Description of problem:
Tag in traffic split modal was required field earlier and now it's optional based on change in api spec

Version-Release number of selected component (if applicable): 4.5


How reproducible: Always


Steps to Reproduce:
1. Install Serverless operator
2. Go to -> DevConsole -> Add -> create a serverless resource via git/Container image
3. from topology right clck on knative service and click "Set traffic Distribution"

Actual results: Tag will show tooltip of required


Expected results: Tag should be optional field
