As proposed during the F31 and F32 development cycles, we could fix this by retiring the package: nothing in Fedora really needs cabal-helper, though cabal-plan might have some uses as a tool. Otherwise we need to add optics-core and its dependency indexed-profunctors at least to get cabal-helper building. I would personally be more inclined to unsubpackage cabal-plan though... it is needed by cabal-flatpak for example.
Checking more carefully in git, there are 3 more missing deps: semialign these topograph Also ghc-singleton-bool is currently subpackaged in ghc-servant.
(Also note ghc-cabal-helper and ghc-cabal-plan are already obsoleted in ghc-obsoletes.)
