Description of problem:
python3-pyxattr exists in RHEL [0].  Per EPEL policy [1], it must be retired from epel8 and epel-playground.

Unfortunately I am unable to retire the package:
```
$ fedpkg retire "Duplicate of a system package (rhbz#1833571)"
Fedora release (epel8) is in state 'current' - retire operation is not allowed.
```

I'll try to sort this out.
