Description Tomofumi Hayashi 2020-05-13 00:36:49 UTC
In multus github repo, some github action is always failed due to cgo stuff.
This bz address the failure and want to skip failure github action because it is not required for downstream.

To be skipped github action is valid in upstream and of course it is triggered in every PR in upstream, so it should be okey.
