Description of problem:

Help button in current version of horizon leads to a 404.

[root@ctrl ~]# podman ps | grep horizon

How reproducible:

Install current version of OSP 16.
click on "Help" button at top right.

Actual results:
404 from redhat.com

A downstream fix for bug #1780103 introduced horizon::help_url definition to TripleO Heat Templates. This URL seem to be incorrect at the very beginning: there should be no "Enterprise_Linux" in it.
