This was originally a change in preparation for warm migration (https://bugzilla.redhat.com/show_bug.cgi?id=1814281) which has been cancelled. However, this is something we wanted to do even before warm migration, it resolves some layout issues with the plans view even for cold migration.

Moving this to its own BZ so we can still release it separately. Part of the motivation for this is because it is a large change which would conflict with several other changes if we reverted it on master.
