Description of problem:  The spacing after the title, help text and above the form buttons is greater than what it is on other pages.


Steps to Reproduce:
1. Visit /k8s/ns/default/operators.coreos.com~v1alpha1~CatalogSource/~new and note the extra space after the title, help text and above the form buttons
