We should upgrade Chrome in our CI and use the stable version from the tectonic-console-builder image. We no longer have a need to download Chrome from omahaproxy during the tests since we have ways to override the ChromeDriver version for local development. The omahaproxy Chrome versions are prereleases. We should run our tests against stable Chrome.
