Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Bugs of Red Hat partners with an assigned Engineering Partner Manager (EPM) are migrated in late September as per pre-agreed dates. leapp does not explain why this issue occurs or what command inhibited the upgrade. It happens while executing "dnf <options> install dnf" (which installs most of the system by dependencies).

Steps to Reproduce:
1. Create a fresh RHEL 7.8 with a separate /var partition.
2. Add the "noexec" mount option on /var in /etc/fstab
3. Launch an upgrade

Actual results:
Error in the glibc rpm scriplet (while executing ldconfig)

Expected results:
A check which would show this configuration will cause an issue.

The issue is covered in upstream by this PR:
   https://github.com/oamg/leapp-repository/pull/908

The fix will be part of the next release.
