Can you please build libgpiod for EPEL8?

You can add me as a co-maintainer if you'd like any help with it.

I noticed that libgpiod 1.5+ requires kernel headers 5.5+ which obviously won't work on EPEL8. But libgpiod 1.4.1 (which was in Fedora 30) seems to build fine so I guess we could keep that version in EPEL8.

I've moved it to 1.4.3, based on the f30 1.4 branch, which is the latest version in the 1.4.x series
