My fault here.  The libmandoc-devel package still carried an explicit Requires on the libmandoc%{?_isa} package, which doesn't exist now since I have dropped the shared library package.  The libmandoc-devel subpackage is now standalone and carries the libmandoc.a library and header files.  It does not need to be tied to the mandoc package anymore.
