Description of problem:

The following upstream PR enables the non-x86_64 builds with SIMDe (SIMD Everywhere). We have simde-devel RPM package in Fedora.

Enable non-x86_64 CPU architectures with simde.

This ticket is to manage the task for Fedora bwa.

I have already sent the PR to the Fedora bwa dist-git repository here.
