Description of problem:
The project selector is missing from the helm releases page when in the `all-namespaces scope.

In comparison to search pages, builds, and pipelines all of these pages include the project selector when in the `all-namespaces` scope.

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce:
1. Login as any user
2. go to dev perspective
3. go to url /helm-releases/all-namespaces

Actual results:
Missing project selector.

Expected results:
Project selector should be present.

Reproducibility (Always/Intermittent/Only Once):
always
