During FFWD2 the sidecar containers fail to start resulting in network loss.
L3 agent logs: Error: relabel failed "/var/lib/neutron": SELinux relabeling of /var/lib/neutron is not allowed 

Root cause is https://review.opendev.org/#/c/606095/ and only partial removal of :z in https://review.opendev.org/#/c/626546/

Results in network outage and no workaround available.
