Description of problem:

Using either the forthcoming DPDK tracing framework in DPDK (and enhancing OvS), and including other frameworks (such as perf and systemtap), build a series of scripts to help diagnose things like performance problems and issues.

Patch got approved and will be in 2.17 upstream. Manually merged downstream to OVS 2.13 and 2.15.
