It isn't missing, the package has been retired from fedora completely (which is why this bug is assigned to "Orphan owner"): https://src.fedoraproject.org/rpms/thredds netcdf-java is no longer provided as part of thredds now, so we don't need thredds to be un-retired, we need netcdf-java packaged.
