Description of problem:
ping6 failed with the following error:
$ ping6 ::1 -F 0 -c 1 -q
ping6: flow labels are not supported

Version-Release number of selected component (if applicable):
This is broken in Fedora 31 that uses iputils-20190515

Fixed in upstream by commit:
https://github.com/iputils/iputils/commit/60c28a5865b7dcc41946bff7e8ed173bf712c0d1
Please consider updating the package.

How reproducible:
Always

Steps to Reproduce:
running ping6 -F..

with broken version:
$ ping6 ::1 -F 0 -c 1 -q
ping6: flow labels are not supported

With the fix from the commit above:
$ ping6 ::1 -F 0 -c 1 -q
PING ::1(::1) , flow 0x0b6b2, 56 data bytes

--- ::1 ping statistics ---
1 packets transmitted, 1 received, 0% packet loss, time 0ms
