perl-Moo is wanted in EPEL7

Hum... This is going to be a problem.
perl-Moo depends on perl-Module-Runtime 0.14+ but EL ships with 0.13.

Looks like Moo 1.005000 was the last version before that dependency was bumped to 0.14. The reason for the bump was https://rt.cpan.org/Public/Bug/Display.html?id=86394

Petr Pisar pointed out that Moo is only used for an optional test.
