The 3.1.4 runtime has security fixes.
Thanks for reporting this issue! We are working on this, but it's taking some time. There have been some surprises that we are still trying sort out. Upstream just merged the 3.1.4 update: https://github.com/dotnet/source-build/pull/1590. The previous release (3.1.103/3.1.3) broke building against itself, so we are still testing if building 3.1.104/3.1.4 using 3.1.103/3.1.3 will work. I updated a build dependency yesterday (https://koji.fedoraproject.org/koji/buildinfo?buildID=1519442); hopefully that takes care of things.
I'd like to also note that 3.1.300 is Microsoft-only build that supplies tooling specific to Visual Studio on Windows. We ship 3.1.1xx on Linux. 3.1.104 is identical to 3.1.300 and a user on Linux should not notice any difference. If there is one, it's a bug for Microsoft, because these should indeed be identical.
